| dc.description.abstract | Um grande desafio atual do Estado brasileiro é garantir à população o direito à saúde. De um lado, existe uma forte pressão pela redução nos gastos com atividades que não estão diretamente relacionados ao processo de atendimento aos pacientes, lado outro, tem se o entendimento que quanto mais “protocolos” quanto mais burocracia mais efetivo o SUS pode se tornar, no entanto, é preciso compreender os fenômenos gerados pela obrigação, pois seu excesso em verdade dificulta o acesso da população menos favorecida e exigência de grupos específicos. A premissa é básica, um SUS ineficiente faz com que certos grupos lucrem mais, daí urgem vários fenômenos, dentre eles o do isolamento burocrático, onde a tentativa de isolar certos núcleos da burocracia seria meio de tornar o Sistema Único de Saúde mais “eficiente”, no entanto, será que tal fenômeno sob a ótica da gestão pública seria satisfatório para a população? Logo, o presente estudo teve como objetivo analisar a estrutura do aparato estatal a partir da configuração da burocracia presente no SUS e as conexões do órgão com as forças societárias envolvidas com a temática. Foi por uma pesquisa bibliográfica que selecionou materiais, para uma leitura seletiva. O argumento analítico que permeou o estudo é de que o excesso de burocracia pública pode causar ineficiências do Estado na condução das políticas setoriais, por fim, como resultado notou-se que o isolamento burocrático ante ao cenário atual acaba sendo uma ferramenta ultrapassada para efetivação de políticas públicas. | |
| dc.description.abstract2 | A major current challenge for the Brazilian State is to guarantee the population the right to health. On the one hand, there is strong pressure to reduce spending on activities that are not directly related to the patient care process, on the other hand, there is an understanding that the more “protocols” the more bureaucracy the more effective the SUS can become, however, it is necessary to understand the phenomena generated by the obligation, as its excess actually hinders the access of the less favored population and demand from specific groups. The premise is basic, an inefficient SUS makes certain groups profit more, hence the emergence of several phenomena, among them that of bureaucratic isolation, where the attempt to isolate certain nuclei of the bureaucracy would be a means of making the Unified Health System more “efficient”, however, would such a phenomenon from the perspective of public management be satisfactory for the population? Therefore, the present study aimed to analyze the structure of the state apparatus from the configuration of the bureaucracy present in the SUS and the connections of the organ with the societal forces involved with the theme. It was through a bibliographical research that selected materials for a selective reading. The analytical argument that permeated the study is that the excess of public bureaucracy can cause inefficiencies of the State in the conduct of sectoral policies, finally, as a result, it was noted that bureaucratic isolation in the face of the current scenario ends up being an outdated tool for carrying out public policy. | |
